OFFICE OF MANAGEMENT

Welcome to the NIDA Office of Management page! You'll find all you need to know about the OM areas of responsibility.

  • The OM combines talents to achieve success in world class customer support for core business processes between executive management and science to facilitate cutting edge research. The OM performs the following functions:
  • Provides administrative and management support services to the Institute in the areas of budget and finance, administrative management, human resources, information resources management, grants and contracts management, and management analysis
  • Develops, implements, and monitors administrative management policies, procedures, and guidelines
  • Develops and monitors the implementation of program policies and plans, and evaluates progress in meeting established Institute objectives
  • Develops data requirements pertinent to short- and long-range program planning and develops the Institute's program evaluation policy
  • Administers the Institute's program evaluation system
  • Maintains responsibility for all management and administrative policy studies, reports, analyses, and program objectives

Administrative Management Branch (AMB)

Mission: The AMB facilitates business and administrative services to NIDA extramural; provides timely, accurate, consistent and courteous support to staff in their roles at NIDA and creates an environment that fosters confidence in all administrative processes; and optimizes staff potential in support of NIDA's mission. AMB performs the following functional areas:

  • Provides advice and/or recommendations on management and administrative policies for the Institute
  • Plans, directs, and provides centralized administrative services and management support for the IC Office of the Director and all IC extramural programs including travel, procurement, human resources, awards, training, space management, property management, time and attendance, and resource allocations
  • Provides coordination and oversight of the Institute-wide purchase card and travel card programs
  • Administers and coordinates the Institute-wide performance management and appraisal program
  • Provides advice and/or recommendations on administrative policy to the Institute Director, Deputy Director, Associate Director, as well as Office, Division and Center Directors
  • Serves as liaison for the Institute on a variety of other issues including HR, EEO, workforce diversity, and Quality of Work life
  • Coordinates and manages the Institute's special recognition programs including the NIH Director's Award and NIDA Director's Award nominations
  • Manages and acts as the point of contact for the NIH mandated training programs
  • Works with management to address and resolve administrative and operational issues which impact employees, performance, morale and the work environment
  • Serves as IC NBS liaison

Financial Management Branch (FMB)

Mission: The Financial Management Branch aims to provide good stewardship and appropriate accountability in all financial transactions while overseeing and managing the more than $1 billion annual Congressional appropriation to the National Institute on Drug Abuse. The FMB performs the following functions:

  • Manages the program planning process for resource allocation and monitory to support policy development
  • Formulates and coordinates the planning and execution of the Institute's budget;
  • Participates in Congressional, Office of Management and Budget (OMB), and departmental hearings
  • Advises Institute staff in preparing budget estimates and justifications
  • Coordinates the development and operation of data systems for use in maintaining administrative and programmatic information about Institute research, training, and management activities
  • Coordinates the development and preparation of reports on research activities and accomplishments for use by NIDA staff and managers
  • Coordinates the development and preparation of quantitative information on Institute research and training activities prepared in response to inquiries by PHS, HHS, OMB, Congress, outside organizations, and the general public.

Grants Management Branch (GMB)

Mission: The GMB provides effective management and stewardship of NIDA's extramural grant resources, and exceptional customer service to our NIDA colleagues and grantees. The GMB performs the following functions:

  • Develops, implements, and coordinates the application of Institute standards, methods, and procedures for the management of grants and cooperative agreements
  • Interprets grants management and cooperative agreement policies for Institute personnel
  • Provides guidance to Institute staff, applicants, and grantees on the management and administrative aspects of grant and cooperative agreement programs
  • Reviews grant and cooperative agreement applications, grantee reports of expenditures, and active grant projects to ensure compliance with NIH, PHS, and DHHS policies and procedures
  • Executes grant award and cooperative agreement documents
  • Prepares recurring and special reports and maintains records relating to grant applications and awards

Information Resource Management Branch (IRMB)

Mission: The IRMB provides a focal point for Institute-wide information technology management by providing support for the planning, developing, implementing and operational support for the Institute's information technology program. This responsibility includes these functional areas:

  • IRM Strategic Planning: Formulates and executes formal strategic and operational plans as required by NIH and the Department; assesses and projects the needs of the Institute, considering and anticipating the technological advances of the information technology industry and how the Institute can best use them to its advantage
  • Systems Analysis: Determines the specific needs of the Institute through discussion, observation, interview, and questionnaire, resulting in documents which present a thorough description of the needed applications of technology
  • Software Maintenance: Manages the modification of existing application software inventory as a result of user requests, previously unknown problems, and administrative procedure or policy changes
  • Systems Development: Manages the development of new and/or major changes to existing application software which will accomplish a given task, including the testing and documenting phases of the system life cycle application software inventory as a result of user requests, previously unknown problems, and administrative procedure or policy
  • Technical Assistance: Provides support for all information technology equipment and underlying software used throughout the Institute, including the installation of commercial off-the-shelf software packages and the assuring that staff are fully utilizing the features of the available hardware/software
  • Training: Ensures that Institute staff are aware of the sources available for the classes necessary to utilize the information technology software/hardware provided for their use
  • IT Security: Enforces secure information technology practices, including equipment and software inventory control; promotes information technology security awareness

Management Analysis Branch (MAB)

Mission: The NIDA Management Analysis Branch collaborates with NIH to analyze, implement, and communicate policies and procedures to NIDA staff. MAB provides a means to examine organizational roles, responsibilities, and authorities to facilitate and coordinate management initiatives and special projects across NIDA. This includes the following portfolio:

  • Competitive Sourcing: Implements OMB Circular A-76 to create cost-savings for NIH. A-76 mandates that the government obtain commercially available goods and services from the private sector when it makes economic sense to do so.
  • Competencies: Champions the NIH's competency initiative and supports NIDA staff in using NIH competency tools to perform assessments and develop learning plans.
  • Delegations of Authority: Provides assistance and policy guidance to NIDA staff in the research, development, review and issuance of all new and revised NIH delegations of authority.
  • Emergency Preparedness: Develops and implements initiatives for the Institute to reduce risks during an emergency and serves as a liaison with NIH.
  • Human Capital Survey: Analyzes the information gathered from the annual HHS Human Capital Survey and provides recommendations to senior staff on how to improve work life including but not limited to recruitment, retention, and professional development of NIDA staff.
  • Organizational Change: Analyzes and implements organizational changes that will enhance productivity and effectiveness in accomplishing both short-term goals and long-range strategic plans.
  • Policies and Procedures: Works with senior management officials to research, evaluate, and coordinate the implementation and integration of newly developed policies and procedures that pertain to NIDA staff.
  • Records Management: Plans, organizes, and promotes records creation, maintenance, use, and disposition in order to achieve adequate and proper documentation of the policies and transactions of the Federal Government.
  • Risk Management Program: Plans and implements measures that will avoid, overcome or compensate for elements of risk within Institute.
  • Training Coordination: Assists the Administrative Management Branch in ensuring that all mandatory training, designated by DHHS and NIH, has been completed by NIDA staff.

Office of Acquisitions (OA)

Mission: The Mission of the NIDA Office of Acquisitions and its member branches is to provide guidance, acquisition services, and assistance to program staff in NIDA, NINDS, NIA, and NIMH regarding the procurement of supplies and services to ensure that the COAC's member Institutes obtain technically appropriate services from vendors at contract costs that are fair and reasonable. The OA performs the following functions:

  • Manages and conducts a comprehensive program of all research and development contracting, non-research and development contracting, station support contracting, commercial item acquisitions using simplified acquisition procedures, GSA Federal Supply Schedule acquisitions and simplified acquisitions for customer ICs
  • Provides advice and assistance regarding all phases of the acquisition cycle from planning to closeout with the purpose of accomplishing all acquisitions needed for the scientific mission and all related acquisitions required by its customers

NIMH and NIA Research and Development Contracts Management Branch

  • The NIMH and NIA R&D Contracts Management Branch operates with the other Institutes within the Consolidated Operations Acquisitions Center (COAC) to perform the following functions:
  • Plans, manages and carries out research and development contracting activities in support of the neurosciences scientific missions, including the solicitation, negotiation, coordination, awarding, and monitoring of all actions
  • Works with program staff and provides advice and guidance to support their research activities in the most effective and efficient manner
  • Develops guidelines, procedures, and internal controls to ensure proper and continuing implementation of NIH and other applicable policies, laws and regulations
  • Coordinates with other branches within the Neurosciences Office of Acquisitions and elsewhere at NIH to develop new approaches and identify and implement best practices
